Introduction
The Non-Governmental Organization, which is also called the NGO, is an organization, which is not a part of a government. The NGO is also not a profit making business rather it is an organization that works for the welfare of the society and it does not expects any profit. The paper discuss about creation of a NGO in the state of Bihar, India. The NGO would target the areas like education, health campaign and awareness targeting women and youth of the residents of the state of Bihar. The report also provides the details of the governance and structure and process of the NGO. The paper also discusses and analyzes the composition and the responsibilities of the board of the NGO.

Bihar is one of the underdeveloped and poor states in India, considering this fact a NGO should be created for the welfare of the society in Bihar, India as NGOs can play a key role in advancement of modern societies.
Targets and Goals of the NGO
The main target areas of the NGO that would be created for the welfare of the people in Bihar, India are:
Education – It has been noted that there are many problems , when it comes to education in the remote rural villages of Bihar .The problems in these areas includes dearth of qualified teachers and also the number of students coming to the schools is very low . The NGO would provide proper education to the children by engaging qualified teachers. It would also make the classroom and the teaching appealing by providing audio-visual lectures by using projectors and smart boards (Mathew and Alidmat 2013). The caste system is still prevalent in the remote villages of Bihar where the Dalit children are still discriminated and provided with proper education (Ramachandran and Naorem 2013). For a society to improve, education of girl child is also very important but in the villages of Bihar, the parents are reluctant to send their girl child to the schools. The NGO would take initiative to ensure that all the children are provided proper education irrespective of their castes, sex or financial conditions.
Health Campaign and Awareness targeting Youth and Women – Apart from education the NGO would emphasize on various campaigns and awareness that would target the youth and women. The members of the NGO would meet and discuss with the members of the community in Bihar about their water usage, sanitation and hygiene situation. The NGO would promote washing hands with soaps and initiate campaigns about stopping open-defecation. The NGO would also organize educational campaign s about Breast-cancer that would educate the women of Bihar about the risk associated with breast cancer and how to detect breast cancer at an early stage detailing about the symptoms and treatment (DeSantis et al. 2014). The NGO would also hire a mobile immunization team that would conduct monthly immunization camps in the villages of Bihar, it would aim to provide vaccines against diseases like rubella, measles, hepatitis, polio and many others (Plotkin 2014). Bihar being one of the poorest states of India, there are many cases malnutrition of the children in Bihar, the NGO would provide free food to several government schools of Bihar. The NGO would also start several campaigns that would make people aware of the necessity and importance of having diet and what food to have for getting balance diet. The NGO would also conduct workshop that would educate the women of the villages of Bihar about the issues related to maternal mortality, infant mortality, complications during pregnancy. It would also educate them about the prevention of mother to child transmission of diseases like HIV/AIDS and other STDs (Maartens, Celum and Lewin 2014). The NGO would also target the youth of the society in Bihar as they are future of society and start various campaigns to make them aware of the harm caused by the drug abuse. The services of the NGO would include drug awareness and prevention programs, rehabilitation and counseling (Chakravarthy, Shah and Lotfipour 2013).
Governance Structure and Process
The NGO would follow a certain sets of fundamental principles that would comply with the governance structure and process (Valenti 2013). Some of the governance standards and process that would be followed by the NGO are as follows:
The NGO would not intend to make profits from their operations and activities, the one and only aim of the organization would be welfare of the people in Bihar and work towards their charitable purpose. They would also try to gather funds from various sources so that they can work more efficiently for the welfare of the people in Bihar.
The NGO would ensure that they are open and accountable to their members so that the members are able to understand the operations of the NGO and raise questions about its governance.
The NGO would make sure that they do not breach any governmental laws, which may result in any penalties.
The NGO would ensure that the committee members, trustees, or boards are not disqualified from managing a corporation.
Composition and Responsibilities of the Board
A good and effective NGO Board ensures the successful management of the organization. The NGO Board would comprise of 10 to 15 members. It would include the President, a Treasurer, a secretary and few other positions, which would be designated with specific tasks, related to the various programs of the NGO. The Board would also operate subcommittees that would be responsible for the fundraising and human resources for the organization.
Yes, this particular composition of the Board for the NGO would be able to bring resource to the organization. The main responsibilities of the board would include establishment and support the vision of the organization and ensuring that the organization is sustainable. The President of the Board of Trustees would be responsible for establishing agenda for the board. The board of the NGO would set policies and strategies for the NGO. It would also set the guidelines for its operations and determine the budget for the NGO.
In order to ensure the accountability of the organization, the NGO would make the following arrangements:
Registration and Certification – The NGO would make sure that it has a legal status and it is registered under legal structure .This would enhance the accountability and enable to interact with various government agencies (Edwards and Hulme 2014). The organization would also ensure that it is certified that the organization complies with the set of norms and policies.
Ethical fundraising methods – The NGO would ensure that it is adopting ethical fundraising policies while accepting funds.
Annual Reports – The NGO would publish annual reports that would ensure that the NGO is fulfilling the required activities in a responsible way and it would detail about the activities done by the NGO in that particular year.
Conclusion
From the report, it can be concluded that, considering the goals and objectives of the NGO and its composition and its constitution, the NGO would be successful for the welfare of the people of Bihar, India.
