Your firm has been awarded the Program Management contract for the design, permitting, construction and activation of a natural compressor station in south west New York State. A natural gas pressure station increases the pressure along a natural gas pipeline. Your company’s scope of work will include the following tasks:1. Selecting a design engineer2. Selecting an environmental consultant that will prepare the federal and state permit applications3. Maintain the project schedule4. Property Acquisition5. Procuring the long lead time equipment6. Bidding and negotiating construction contracts7. Managing the Construction of the Facility8. Commissioning the facility
The Owner has budgeted a total of $33,500,000.00 for the project and the facility must be put into service 30 months after your firm has been given the notice to proceed, which will be December 1, 2018. This facility will generate $10,000 a day in revenue for your client. Your client will have to pay a contractual penalty of $5,000 per day to its customers if the schedule is exceeded until the facility is placed into service.You are to allocate the $33,500,000 budget as follows:1. You must make an important recommendation to your client; your firm has identified two suitable properties for the compressor station. Site A will cost $1,300,000.00, Site B will cost $950,000.00 however due to the presence of wetlands, it will take 6 months longer to obtain regulatory permits for Site B. You need to recommend to your client which property to go with based upon schedule and budget considerations.
