Answer to question 1:
The people are born free and same in dignity, powers and rights. Human rights are at central of international law and international relationships. The human rights show fundamental principles and morals to the societies. The human rights should be valued by all the nations. The human rights are incontrovertible basic rights to which the individuals are fundamentally entitled because they are human being. Human rights are described and developed in more than eighty international permissible tools and involve basic security of human dignity, wants, and independence for example food, transportation, accommodation, own protection and independent involvement.
The human rights are applicable all over the place or universally and consistently in order to being universal. The human rights are democratic in order of being similar for each person. These rights are considered as requiring understanding and rule of law and applying a responsibility on the individuals to give respect to the human rights of others. The human rights are not required to be taken away apart from as the outcome of due procedure on the basis of special conditions such as the human rights can involve from unlawful imprisonment and suffering (Solmazer, Uzumcuoglu & Ozkan, 2016).
Answer to question 2
The SADC Ministers are liable for Transport and Meteorology Sectors. It became effective from 30 October 2017 to 3 November 2017 at Bingu International Conference Centre in Lilongwe. It review the development made in Transport and Meteorology sectors. The SADC Protocol on Transport, Communications, and Meteorology requires incorporating sector of transport in the area. It influences commercialisation of service provisions related to transport and involvement of private sector in road transport structure expansion and upholding. The transport, communications, and meteorology networks are significantly inter-reliant and that a joint advantage can be derived from great incorporation and collaboration between transport, communications, and meteorology networks.
All aspects of their local and domestic policies are parallel and perpendicularly interactive and therefore require to be harmonized to the shared and common benefit. The Members States must include every shareholder in rendering influence to this Protocol by encouraging some tactical aims such as incorporation of local transport, and communications and meteorology networks to be assisted by the application of well-suited policies, legislature, laws, norms, regulations, and processes. Member States give their consent to establish and apply consistent and authoritative road funding policies to recognise the proper, sustainable, and significant resources of road funding that involves all-purpose revenue, charges related to road users and fund made mutually by the people and private sectors. It is required that the Member States should increasingly address the measures to ease up the market access policies regarding the cross-border carriage of good (Abadi, Rajabioun & Ioannou, 2015).
Answer to question 3
The Road Traffic and Transport Act 22 of 1999 develop a Transportation Commission of Namibia. The provisions part 4 of Toad traffic and Transport Act 22 of 1999 administers the traffic on open road, providing license of driver, the registration of vehicle, providing license of vehicles and cross-border transportation. The drivers are required instantly to report by phone such as the hazardous products incident to emergency hub of general authority where jurisdiction the incident took place, and begin the emergency process plan. It is required that the worker of automobile should give interim report in writing, compliant with related law, to the main officer of local authority, where jurisdiction the occasion happened. Answer to question 4
Various regulatory schemes are implemented for transportation of hazardous good. The United Nations Economic and Social Council has been issued UN Recommendations on transportation of hazardous good that create base for local, worldwide and international authoritarian schemes. As per Road Traffic and Transportation Act 1999, transport rules are that, as an aid in some circumstances, written orders or directions how to handle in this requirement to be carried and simply reachable in cabin of chauffeur. The license for hazmat training should be represented at the time of demanding by official. Thus, in this way proper training should be given to the drivers to handle the critical situations during the transportation of dangerous goods (Bartlik, 2016).
