1. Benefit-cost analysis is the scientific approach that is used in the determination and making comparison of the benefits as well as the costs of a given course of action in a specific scenario. In most case, the main aim of benefit cost analysis is to find out the option among the available one that would yield the optimal benefits in terms of costs and hence address issues related with opportunity cost (Boardman, Greenberg, Vining & Weimer, 2017).
Benefit cost analysis helps in the determination of how much of the environmental regulation is enough? This aids in the regulation of the environmental policies to the point where incremental advantages from the enacted regulation are just initiated by the incremental costs.
Benefit cost analysis is used in the making of comparison between the favourable and unfavorable impacts of policies as they can aid the decision makers is gaining a better understanding of the implications of the decisions they have made through the identification ad where needed quantification of the favourable and unfavorable impacts of a suggested change in the policy (Durant, 2017).
2. A comparative risk assessment is refers to the procedural evaluation of the altercations that occurs to the health of a population which are as a result of modification of the distribution of the population exposure to a given risk factor or collection of risk factors (Percival, Schroeder, Miller & Leape, 2017).  Among the strengths include;

Enhance the understanding of an individual of the extent and composition of a contamination owing to its quantitative nature of risk determination which results in the collection of high quantity of data (Patassini, 2017).
It is founded on scientific descriptions and explanations of the fate of the contaminant as well as the transport and exposure and thus tends to be defensible on scientific grounds
It is able to aid in prioritizing sites as it offers the opportunity of making an initial determination of the hazard posed by a given contaminated site.
