This presentation details the railway system of Australia. There is a detailed study which gives an introduction of railway industries in Australia. This presentation also gives the details of railway industry in Australia. A definition of railway environment is detailed in this presentation along with the importance of ARA (Australian Railway Industry). This presentation also states the importance of TMR in construction railways, and project management involved in construction of railways in Australia. Framework of the rail cost indices are also stated in this presentation along with the role of Australian Rail Track Corporation.
Introduction for Railway Industries 
The railway industry comes under Department of Transport who is responsible for looking after the transport system in Australia. The mission of Department of Transport is to build a fair, safe, as well as establish green system for creating a connected and a prosperous community. Public transport like railways plays an important role for meeting the need of transport in Australia.
Continuation 
The Department of Transport needs to manage the rail projects for achieving the mission. The mission includes:

Making proper decisions and proper procurements for the railway projects that is based on the benefit, risks, as well as cost.
Managing the project risks for achieving intended results on time and with the allocated budget.
Using the experience for managing all future projects in a better way.  

The railway environment consists of the following combination:

The area selected is located in, below, as well as above the railway corridor.
The area that is selected is located on, below, as well as above 25 meter wide land on each side of the railway corridor.

Railway environment comprises the environment in which the railway will be constructed. The maps of the existing railway corridors are present with Department of Transport and the Main road website. The maps depicts the railway corridors as railway corridor land. Those Railway Corridors includes area containing the railway tracks and the railway stations, park facilities as well as some other sundry holdings of land that are under railway. When the railway corridor is located in any tunnel and the tunnel is below 25 meters below the natural ground level. The width of railway strip land includes the railway environment and increases up to 50 meters along the side of the tunnel.
Australia’s rail industry 
The importance of railway industry and critical contribution that the railway industry gives to economy of Australia has been increasing tremendously. In the year 2014-15, 1.2 billion tonnes of freight was carried by the rail which is about 49 percent of the Australia’s total freight. There are also 849 million light as well as urban heavy rail passengers journeys recorded in the year 2014-15.
The Australian Rail sector was mainly supported by rail manufacturing and the construction industries that is currently in transition. There is a rapid growth in the construction phase of railway and railway industry is now moving to an established market.
Department of Transport and Main Roads 
On the behalf of State of Queensland the owner of railway corridor is Department of Transport and Main Roads (TMR). The role of TMR is protecting the integrity in long term railway corridor. There are number of division involved in the TMR which performs in different way but plays different role. TMR is concurrence agency that comes under Sustainable Planning Act 2009. The responsibility of TMR is that it ensures safety and also ensures railway operational integrity. The TMR is also responsible for assessing effect of the proposed development on the existing and the future transport of public passenger. The TMR has some authority for directing the outcome of the application development. The staff of TMR is involved in the pre-lodgment discussion about the development proposal in railway environment with relevant local government or without relevant local government. There is no fixed charge of TMR for participating pre-lodgement discussion or for conducting the assessment processes.
Department of Infrastructure and Planning 
In railways, there are DIPs, commonly known as Department of Infrastructure and Planning. DIP is lead agency that coordinates the implementation of Transit Oriented Development (TOD). These includes developing the TOD policy of the government, determines the priorities, coordinates the government interest of the state and involves in delivery of TOD, identify as well as determine the planning and the delivery mechanism for sequencing the TOD projects.

DIP also works with government agencies of other states as well as local government and the industries stakeholders for facilitating the outcome of TOD. DIP provides input for the development assessment of all development applications in all TOD locations and can also coordinate the local as well as state government interests in those locations.
Framework for Rail Cost Indices 
The above figure depicts the framework for development of rail construction. The framework shown above uses method of principle component analysis for analyzing the expenditure of rail projects. This also derives the expenditure weights for the principle components which are applied to the statistical data for deriving new construction cost indices for NSW. The indices that are estimated as statistical data is for last 15 years.

The “Principle Component Analysis” is a method that is used for analyzing the rails a swell as road data cost. This mainly identifies the main components of cost from expenditure point for a rail construction. There are mainly two steps that are involved in estimating the rail construction indices. The steps are:
Step 1: collecting all the expenditure data of the rail projects
Step 2: Re-classifying the expenditure in categories of principle component and then determine their weights.
Role of the Australian Rail Track Corporation (ARTC)
The ARTC plays an important role in the rail construction process in Australia. The network of ARTC supports the industries and the businesses which are critically important for the economy of Australia for facilitating movement for some commodities range that includes general, coal, bulk materials like iron, freight, and the agricultural products. The network of ARTC is also important for the railways of Australia because it provides access to intercity passenger services and also interstate passenger services.
Role of the Rail Industry Safety and Standards Board (RISSB)
“Code Management Company” was first established in the year 2003. In the year 2007, the Code Management Company was renamed to RISSB (Rail Industry Safety and Standards Board). This was lately established under the ownership of Australia Railway Association (ARA) and was owned by ARA till March 2015 when the new constitution and the ownership arrangements were newly introduced. From ARA, the ownership was finally transferred to RISSB who was funding for the organization including the passenger operators, suppliers, contractors, track managers, and rail freight.

The membership of RISSB is kept open for all the operators of rail transport in Australia and all over the world. The network owners, contractors, suppliers, and the mangers of the rail industry can also be a membership of RISSB. The RISSB organization has almost 43 members from the rail sector of Australia and all over the world.

The railways serves the citizens of Australia within the state as well as outside the state. From all the analysis, it can be concluded that railway is very important for the economy of Australia and for the citizens of Australia.
